How much is the communal fee for a flat
In Zagreb the communal fee (komunalna naknada) depends on the zone of the local committee area (mjesni odbor) the flat is in: enter the street and the size, and we find the area, its zone and the amount at a point value of 1.39 € per m² a year.
Zagreb's zones and amounts
The yearly fee per m² is the zone coefficient times the purpose coefficient (1 for a flat) times the point value of 1.39 €. The example is a 60 m² flat.

- How much is the communal fee for a flat in Zagreb?
- The yearly amount per m² of usable area is the zone coefficient times the purpose coefficient (1 for a flat) times the point value, 1.39 € since 1 January 2024 (Communal Economy Act, Arts. 98–99; City communal fee decision, Arts. 6–8). A 60 m² flat in zone I pays 83.40 € a year, or 6.95 € a month.
- Which communal fee zone am I in?
- Zagreb has nine zones, and the City's decision puts whole local committee areas (mjesni odbori) into each. So the zone follows the area your building is in; find it by street with the calculator above. The communal fee assessment also states the zone.
- Who pays the communal fee, the owner or the tenant?
- The owner. A tenant pays it only if a written contract transfers the obligation, and even then the owner remains jointly liable (Communal Economy Act, Art. 93).
