For tenants

Can my landlord raise the rent?

Under the Zakon o najmu stanova (the Housing Lease Act) as of 19 October 2026, the rent can change during a lease only as the lease and the Act allow: on a fixed-term lease without a rent-change clause, the landlord offers a higher rent for a renewal, in writing at least 30 days before the end. On an open-ended lease the rent can't change in the first year, after which a new rent is proposed in writing and can be agreed at no more than 20% above the average for a comparable flat. The landlord reports every change to Porezna uprava within 8 days.

Questions

How do I know if my rent is too high?

Compare it with asking rents for similar flats in the same area: the same number of rooms, listings from the last 90 days and, with the floor area, the price per m². The usual range is the middle half of those rents, from the cheapest quarter to the dearest quarter. A rent above the range is a good reason to talk to your landlord, but it isn't unfair by itself: the flat may be bigger, newer or better furnished.

Why are contracted rents lower than asking rents?

Listings show what landlords ask for flats free now; leases show what tenants agreed, often years ago. Registered leases in Zagreb in 2025 had a median of €12.8/m², but only 11.2% of registered leases state the rent, so the sample is small and exists only for the whole city.

Do you store my rent?

No. We send the amounts only to work out the comparison; we don't store them and they don't stay in the page address. For statistics we record only whether the rent was below, within or above the range, and whether an increase was entered.
