Parking when you rent in Zagreb: zones, blocks and the resident permit

Short answer: A tenant in Zagreb can get a resident parking permit like any resident: they need a registered permanent or temporary address at the flat in the paid area and a car they own, lease or rent long-term, and since 26 October 2024 the permit is valid only in their own block and costs €3.30 to €14.60 a month (as of 20 October 2026).

Zagreb's paid parking zones and charging hours

The city has five paid zones: I (red), II (yellow), III (green), IV (orange) and V (blue, Park & Ride). The first three can be divided into blocks. You pay (City of Zagreb decision, Art. 6):

  • Zone I: Monday to Saturday from 7:00 to midnight, Sundays and holidays from 7:00 to 15:00.
  • Zones I.1, I.2 and II.4: all day, every day.
  • Zones II.1–II.3 and zone III: weekdays from 7:00 to 20:00, Saturdays from 7:00 to 15:00; Sundays and holidays are free.

Zone I.1 (Gornji grad) has no hourly tickets: residents park with a permit, others only with a daily ticket.

Parking prices by zone (2026)

Under the price list in force since 23 June 2026, an hour costs €1.60 in zone I (2 hours at most), €0.70 in zones II.1 and II.2 (3 hours at most) and €0.30 in zone III, with no limit.

A daily ticket, which is also what a car without a paid ticket is charged, costs €13.30 in zone I (€19.90 in I.1, €15.90 in I.2), €8.00 in zones II.1–II.3 and €2.70 in zone III.

Paying by SMS works only with a Croatian mobile number; with a foreign number, pay in the ZgPark app or at a machine.

The resident parking permit: who can get one

A tenant can get a resident permit too, if they have a registered permanent or Temporary address (boravište)simplifiedThe address where you live for a while without settling there for good. You register it with the police within 15 days if you'll stay longer than three months.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2., 4. i 10., checked 19 Oct 2026More in the glossary at the flat in the paid area and a car they own, lease or rent long-term (Zagrebparking's general terms, Arts. 12 and 13). The rules don't distinguish owners from tenants.

A monthly resident permit costs €13.30 for a block in zone I, €14.60 in zone I.1, €5.30 in zone II and €3.30 in zone III. With it you park in your own block with no time limit.

Tenants and the permit: register your address first

The flat lease and the owner's consent aren't on the permit's document list. To register the address you need the owner's certified consent or a lease certified by a notary. Once it's registered, the permit needs an ID card or a MUP certificate no older than three months, plus the car's registration. An ID card only proves a Permanent address (prebivalište)simplifiedThe address where you've settled for good, the centre of your life. You register it with the police within 15 days of moving in.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2.–4. i 10., checked 19 Oct 2026More in the glossary, so with a temporary one you bring the MUP certificate.

How to register an address in a rented flat is in Registering your address in a rented flat. Before you sign, ask the owner whether they agree to the registration: without it there's no permit.

A block, not the whole zone: the rule since 26 October 2024

Since 26 October 2024 a resident permit is valid only in your own block, not the whole zone. On request it can be issued instead for a neighbouring block in a zone with the same or a lower price. The paid zones are divided into 23 blocks.

So before you move in, check which block the flat is in and where there's room to park in it, especially if the flat has no space of its own.

Documents, how long it lasts, and where to buy it

  • Address: an ID card or a MUP certificate no older than three months.
  • Car: the registration document and, for a leased or long-term rented car, that contract, for at least three months.
  • Length: 1 to 12 months; with a Temporary address (boravište)simplifiedThe address where you live for a while without settling there for good. You register it with the police within 15 days if you'll stay longer than three months.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2., 4. i 10., checked 19 Oct 2026More in the glossary, at most until its registered end date.
  • Buying: at the cashier at Ulica grada Vukovara 41 or on the ePK portal; at machines and in the ZgPark app after authorisation on the portal or at the cashier.

The brown block: parking for residents only

A "brown block" is an area where only people who live or have a business there may park, with a permit for that block. Since 26 September 2026 it has been in the City decision, and a driver who parks there without the right faces a €260 fine. The only one we found, in Tratinska ulica, ran until 11 September 2026, and we found no newer one.

A flat with a garage or parking space

A garage in the building can be part of the flat lease, for a separate fee (Housing Lease Act, Art. 2). If a parking space comes with the flat, we suggest writing it and its price into the lease. Flats whose listing mentions parking or a garage are in Flats with parking.

How to check the zone and block for a flat's address

Check the zone and block for a street on Zagrebparking's "Popis ulica po zonama i blokovima" page or its zone and block map. The info line is 072 500 400 (Monday to Friday, 6:00–22:00).
