Registering your address in a rented flat

Short answer: As of October 2026, a tenant who is a Croatian citizen registers a permanent address (prebivalište) or temporary address (boravište) at the rented flat with the police within 15 days of moving in, with the owner's consent or a lease certified by a notary.

Permanent or temporary address: what you register, and when

Permanent address (prebivalište)simplifiedThe address where you've settled for good, the centre of your life. You register it with the police within 15 days of moving in.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2.–4. i 10., checked 19 Oct 2026More in the glossary is the address where you've settled permanently. Temporary address (boravište)simplifiedThe address where you live for a while without settling there for good. You register it with the police within 15 days if you'll stay longer than three months.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2., 4. i 10., checked 19 Oct 2026More in the glossary is where you live temporarily while your permanent home is elsewhere. A boravište is registered if the stay lasts more than three months, or if a right depends on it, such as a job or education (Zakon o prebivalištu, the Residence Act, Art. 2). Which one you register depends on how you actually live.

Either way, the deadline is 15 days from moving in (Art. 4(1)). The Act covers Croatian citizens. Foreign nationals register under the Foreigners Act, as set out in our guide for foreigners and our guide to housing for workers.

  • A prebivalište lasts until you register a new one, when the police deregister the old one themselves (Art. 3(2)). Within 15 days you then apply for a new ID card: €13.27 and 30 days in the regular procedure.
  • A boravište is registered for up to a year. If you stay on, you extend it within 15 days of expiry, but it can't last more than two years in total. The exceptions are education, non-permanent work and a place in an institution: then it lasts as long as they do, with proof and a yearly extension (Act, Art. 4; Rulebook, Art. 6).
  • With a boravište in Zagreb, your prebivalište stays where your permanent home is, and you only change your ID card when you change your prebivalište.

Late registration or extension, wrong details and a false statement that you've settled at the address each carry a fine of €60–660 (Art. 16). If the police doubt the statement, they can check the address in person first (Art. 10).

If you aren't the owner: the owner's consent or a certified lease

To register at a landlord's address, you attach their certified statement of consent, or they consent directly at the police (Art. 10(3)). According to gov.hr and the Zagreb police administration, any one of these works:

  • the owner's consent certified by a notary, and for a Permanent address (prebivalište)simplifiedThe address where you've settled for good, the centre of your life. You register it with the police within 15 days of moving in.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2.–4. i 10., checked 19 Oct 2026More in the glossary in a co-owned flat, the consent of every co-owner
  • consent the owner gives in person at the police counter that records your registration
  • consent through e-Građani: the e-Suglasnost service for an adult's permanent address, e-Temporary address (boravište)simplifiedThe address where you live for a while without settling there for good. You register it with the police within 15 days if you'll stay longer than three months.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2., 4. i 10., checked 19 Oct 2026More in the glossary for a temporary one
  • instead of consent, a lease certified by a notary

You also hand in your ID card and a completed Form 1. On its back you sign a statement that you've settled at the address, or are staying there temporarily.

No lease, or no consent from the owner: what's possible

  • You can register without a lease: the registration rules ask for the owner's consent, not a contract. The Housing Lease Act still requires a written lease (Art. 4), and our lease contract checklist covers what goes in it.
  • The owner doesn't need to come to Zagreb. They can consent through e-Građani, or have their consent certified by a notary and send it to you.
  • If the owner refuses, the law doesn't provide for registering at their address without consent or a certified lease.

So agree on registration before you sign, and write into the lease that the owner consents to it. A clause like that in a lease that isn't certified by a notary doesn't replace certified consent. That's our practical advice, not a legal duty of the owner. Show them why registration helps them too (see below). Your other rights during a tenancy are in our tenant rights guide.

Don't register an address where you don't live. A false statement is fined €60–660, and the police deregister the Permanent address (prebivalište)simplifiedThe address where you've settled for good, the centre of your life. You register it with the police within 15 days of moving in.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2.–4. i 10., checked 19 Oct 2026More in the glossary of anyone who doesn't actually live there (Art. 12).

  • Through e-Građani, with the e-Boravište service, if you have an eOsobna ID card with identification and signing certificates. The owner or a co-owner consents in the same service; for an owner without a digital signature, it produces a consent form to sign by hand (MUP e-services).
  • By email: the Zagreb police administration accepts temporary-address registrations as PDFs at zg.upravni.poslovi@mup.hr. Send Form 1, a copy of your ID card, and the owner's statement of consent with the owner's ID card, or a certified lease.

You get a confirmation of the registration (Art. 4(5)), and you can also print a record of your permanent and temporary address in e-Građani.

What registration gets you in Zagreb

Many City of Zagreb rights depend on your address, and some only on a permanent one:

  • Kindergarten. City kindergartens score the child's address: a Permanent address (prebivalište)simplifiedThe address where you've settled for good, the centre of your life. You register it with the police within 15 days of moving in.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2.–4. i 10., checked 19 Oct 2026More in the glossary in the kindergarten's catchment (the city district of its main building or a branch) gives 51 points, a temporary one 41, and an address elsewhere in Zagreb 50 or 40. The City subsidises the fee for children with a permanent address in Zagreb and for foreign children with a temporary one; everyone else pays the full price.
  • Primary school. The catchment follows the child's permanent or registered Temporary address (boravište)simplifiedThe address where you live for a while without settling there for good. You register it with the police within 15 days if you'll stay longer than three months.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2., 4. i 10., checked 19 Oct 2026More in the glossary (Primary and Secondary Education Act, Art. 16). Check your school with the City of Zagreb's catchment finder.
  • Free public transport. A free annual ZET pass is available to people under 18 and over 65. Croatian citizens need a registered permanent address in Zagreb for it, and a temporary one isn't enough (City social welfare decision, Arts. 3 and 36). You apply to ZET.
  • Resident parking permit. Residents of a paid parking zone get one with a permanent or temporary address in the zone and a car they own or lease. With a temporary address it lasts at most until the address's registered end date, and never more than 12 months. A monthly resident permit costs €13.30 in zone I, €14.60 in zone I.1, €5.30 in zone II and €3.30 in zone III.
  • City social benefits and services are for Croatian citizens with a registered permanent address in Zagreb (City social welfare decision, Art. 3).
  • Students: the €152 private-housing subsidy requires a MUP certificate of temporary address, and last year the €60 one did too (our student housing guide).

Why it pays for the owner too: the 2027 tax and the police report

From 1 January 2027, Zagreb's Property tax (porez na nekretnine)simplifiedA yearly local tax per m² of useful floor area on homes not used for permanent living. In Zagreb it's €8 per m² from 1 January 2027 (€5 in 2026).Source: Zakon o lokalnim porezima (NN 115/16 … 152/24), čl. 26., 27. i 49., checked 19 Oct 2026More in the glossary is €8 per m² of Useful floor area (korisna površina)simplifiedA flat's net floor area measured inside the walls, with loggias and balconies counted only in part. Property tax and the communal fee are charged on it.Source: Pravilnik minimalnih tehničkih uvjeta za projektiranje i gradnju stanova iz POS-a (NN 106/04, 25/06, 121/11), čl. 19., checked 23 Oct 2026More in the glossary a year (Službeni glasnik Grada Zagreba 32/2026). It isn't due on a flat let under a lease for permanent housing for at least ten months of the year (Local Taxes Act, Art. 27).

In its opinion of 26 May 2026, Porezna uprava (the Tax Administration) adds that the lease must be made under the Housing Lease Act and reported to it, and the person living in the flat must have a permanent or Temporary address (boravište)simplifiedThe address where you live for a while without settling there for good. You register it with the police within 15 days if you'll stay longer than three months.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2., 4. i 10., checked 19 Oct 2026More in the glossary registered there. Without the tenant's registration, there's no exemption. The amounts and deadlines are in our guide to the tax on empty flats.

An owner who lets a flat to someone for more than three months gives the police that person's details and the flat's address within 15 days (Residence Act, Art. 10(4)), or faces a fine of €60–660. An owner who consented in person at the counter needn't report it separately (rulebook on residence forms, Art. 3). Reporting the lease to the Tax Administration and the City is covered in our lease reporting guide.

The registration doesn't stay forever. A temporary address expires on its own, and a permanent one is deregistered as soon as the tenant registers a new one. If they move out and register nowhere, the police deregister their Permanent address (prebivalište)simplifiedThe address where you've settled for good, the centre of your life. You register it with the police within 15 days of moving in.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2.–4. i 10., checked 19 Oct 2026More in the glossary on their own initiative once they establish, through a check on the spot or after a report from public authorities or other persons, that the person doesn't actually live there (Art. 12).

What an unreported lease means for both sides is in our guide to renting off the books.

Deregistering when you move out

  • Moving within Croatia: register your new Permanent address (prebivalište)simplifiedThe address where you've settled for good, the centre of your life. You register it with the police within 15 days of moving in.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2.–4. i 10., checked 19 Oct 2026More in the glossary within 15 days of moving in there, and the police deregister the old one themselves (Art. 3(2)). The 15 days run from moving in, not from handing back the old keys, so they end sooner when the moves overlap. Apply for a new ID card within 15 days of the change of permanent address. Our move-out plan dates every step of leaving.
  • A Temporary address (boravište)simplifiedThe address where you live for a while without settling there for good. You register it with the police within 15 days if you'll stay longer than three months.Source: Zakon o prebivalištu (NN 144/12, 158/13, 114/22), čl. 2., 4. i 10., checked 19 Oct 2026More in the glossary expires on its own on the date it was registered to. If you move out earlier, deregister it.
  • Moving abroad for good: deregister your permanent address before you leave. If you miss that, ask for it within 15 days of moving to the new country, through the Croatian consulate (Art. 3(3)). If you're leaving temporarily for more than a year, you report the absence instead and keep your permanent address (Art. 3(5)).

When you move out, record the flat's condition and the meter readings with the owner, for example in our move-in and move-out report.

Frequently asked questions

Where do I register my address in Zagreb?

According to the Zagreb police notice of 31 August 2026: Ulica grada Vukovara 70 and Heinzelova 98 (weekdays 7:00–19:00), Zagreb II Police Station (Črnomerec) and the Zagreb Fair, Avenija Dubrovnik 15, hall “Mljet” (weekdays 7:00–14:00), and Zagreb IX Police Station in Sesvete (Mondays 7:00–17:00, Tuesday to Friday 7:00–14:00). Croatian citizens can also register a temporary address through e-Građani or by email. Information: 01 4563 588 and 01 4563 589, weekdays 9:00–12:00. Foreigners register by email at zg.drzavljanstvo.stranci@mup.hr; see the guide for foreigners.

Which form do I need to register an address?

Form 1 of the Ministry of the Interior (“Obrazac prijave i odjave prebivališta, prijave boravišta i privremenog odlaska izvan Republike Hrvatske”), the same for a permanent and a temporary address. It's printed on both sides, and on the back you sign that you live at the address. You add your ID card and the owner's consent or a lease certified by a notary. Form 1 (PDF, in Croatian)

Can I register a temporary address by email?

Yes, if you're a Croatian citizen: the Zagreb police administration accepts a temporary address registration as a PDF at zg.upravni.poslovi@mup.hr, with Form 1, a copy of your ID card, the owner's statement of consent and a copy of their ID card, or a certified lease. A permanent address can't be registered by email; you go in person. Foreigners use a different address, zg.drzavljanstvo.stranci@mup.hr.

How do I find a flat where I can register my address?

Before you sign, ask the owner whether they'll consent to your registration (certified by a notary, in person at the police or through e-Građani) or certify the lease, and put the answer in the lease. In our search, the “Address registration possible” filter shows listings that say so explicitly; a listing that doesn't mention it isn't a no, just a question for your first message.

Can I register a temporary address in Croatia without a lease?

Yes. Registration needs the owner's consent: certified by a notary, given in person at the police, or through e-Građani. A lease certified by a notary can take the place of that consent. The Housing Lease Act still requires a written lease.

What if my landlord won't consent to my registration?

The law doesn't provide for registering at a landlord's address without their consent or a certified lease. So agree on it before you sign and write it into the lease. Don't register an address where you don't live: a false statement is fined €60–660.

How do I register a temporary address online in Zagreb?

Through e-Građani, with the e-Boravište service, if you have an eOsobna ID card with certificates; the owner gives consent in the same service. The Zagreb police administration also accepts temporary-address registrations as PDFs by email at zg.upravni.poslovi@mup.hr. A permanent address is registered in person.

Should I register a permanent or a temporary address?

It depends on where your permanent home is. If you've settled in the rented flat for good, you register a permanent address (prebivalište); if you live there temporarily for more than three months, a temporary one (boravište). For Croatian citizens, free ZET travel and the City's kindergarten subsidy require a permanent address in Zagreb.

What's the fine for not registering my address?

€60–660 if you don't register a permanent or temporary address within 15 days, or don't extend a temporary one (Residence Act, Art. 16). The same range applies to an owner who doesn't tell the police they've let the flat for more than three months.

Does the landlord have to report the tenant to the police?

Yes, if they let the flat for more than three months: within 15 days, they give the police the tenant's details and the flat's address. They needn't report it separately if they consented to the registration in person at the police counter.
