Checked 25 October 2026 · 12 min read
The houses for city officials built here in 1939 were paid for with a city savings bank loan, and the monthly instalment was a third of a city engineer's pay, about the rent of a similar flat in the centre.6
Cvjetno naselje at a glance
Where Cvjetno naselje is
Cvjetno naselje is in the city district of Trnje, by the Sava. Neighbourhoods have no official boundaries, so this guide describes it through three local committees (mjesni odbori): Cvjetno naselje, Savski kuti and Veslačko naselje. Together they cover roughly the area Croatian Wikipedia gives the neighbourhood, between Savska cesta, Slavonska avenija, the Sava and the HRT complex.1,28 The City's district analysis lists them among Trnje's riverside settlements, and in 2024 it proposed merging them into one committee called Cvjetno naselje. In June 2025, though, each committee constituted its own council.33,34,29,30,31
The Cvjetno naselje committee is the largest by area: it runs from Odranska and Cvjetna cesta east to Avenija Većeslava Holjevca, and from Slavonska avenija south to the Sava.28,32 Savski kuti lies between Slavonska avenija, Prisavlje, Savska cesta and Odranska, and Veslačko naselje south of Prisavlje, between Savska and Cvjetna cesta, down to the Sava and Savski most.28 The protected historic estate is smaller, bounded by Odranska, Slavonska avenija, Marohnićeva and Prisavlje.12 According to Croatian Wikipedia, the neighbours are Staro Trnje, Knežija, Vrbik and Trnje, with Kajzerica across the river.1

What life is like in Cvjetno naselje

The core is a regular grid. Four streets, Cvjetno naselje I–IV, run north to south, crossed by an alley now called Aleja Vlade Antolića, which was planned as a tree-lined pedestrian street.7,9,28 The plots are 20 × 40 m, and the houses are placed so that each has a larger, sunny garden to the south.7,9 The plan set three house types with one upper floor, of 95, 110 and 140 m², and one with two upper floors, of 170 m². Different architects designed individual houses within those sizes, among them Antolić, Zvonimir Kavurić and Stjepan Planić, and Kavurić did the structural calculations for every type.6,7 The standard houses stand on columns because the nearby Sava flooded.11,7
In its analysis of the district, the City calls the 1940 Cvjetno naselje a unique example of a planned low-rise estate from between the two world wars.33 The first plan also had a school, a playground and a market. The school and playground were built, but housing went up where the sports grounds, market and public buildings were meant to be.8,11 Since 1990 many houses have been extended or had floors added; according to the Re-Imagine Europe study, Cvjetno naselje I is the only street where the original houses still stand in a row.1,10,9
Around the core the building is more mixed. According to a 2006 text by the Croatian Architects' Association, from the late 1950s the eastern part gained six Balcony and terrace (balkon, terasa)A balcony projects from the building's façade; a terrace is a level surface on or next to the building, covered or open. Both count only in part in floor-area figures.Source: Pravilnik o načinu obračuna površine i obujma u projektima zgrada (NN 90/10), čl. 4.–5., checked 19 Oct 2026More in the glossary by Stjepan Planić, two blocks by the Tučkorić office and later six prefabricated blocks.10 The three residential and office towers at Veslačka 2, 4 and 6 (1969–72) are the work of Slavko Jelinek and I. Linardić.18,27 The 2018 building at Veslačka 15–17A has 119 flats, five shops and a room for the local community, with a roof shaped as an artificial landscape.27
In a 2024 study of four Trnje neighbourhoods, Cvjetno naselje's residents mostly stressed how it looks: the greenery, the tidiness and the general appearance.61,9 In 2026 Jutarnji list quoted someone who has lived there for 59 years: "The neighbours are quiet, there's no noise and everything is close."59
Where the name Cvjetno naselje comes from
According to a volume published by the Croatian Museum Association, the name was given by the architect and planner Ivan Zemljak (1893–1963), who also named Gajnice and Medpotoki.3 According to the 2006 Croatian Architects' Association text, Antolić worked on Zagreb's regulatory plan from 1932 to 1945, later alongside Zemljak.10
Residents say the neighbourhood takes its name from the many fragrant flowers that grow there.4,9
A short history of Cvjetno naselje
Before the Second World War the wide strip along the unregulated Sava was thought unfit for housing because of constant floods; according to Croatian Wikipedia, only the army used it, as a training ground.1,6 In 1939 building began on the site of the old city nursery garden and vegetable plots, the first attempt at legal housing in Trnje.2,1 The detailed plan, with the street layout and the house type, was drawn in 1939–40 by the city engineer Vlado Antolić.5,6
The City sold the former flood land cheaply, and the building was financed by a loan from the city savings bank, Gradska štedionica, repaid over ten years.6 Forty free-standing houses for city officials went up in 1939–40.6 According to the Re-Imagine Europe study, which cites a 2009 paper by Vedran Ivanković, Antolić planned 70 houses and 51 were built before the war.9 The engineer Zvonimir Kavurić, secretary of the underground local liberation committee for Zagreb, was arrested on 2 June 1944 and hanged on 5 October 1944.6,9
Building carried on after the war. Slavko Löwy designed the student residences on Odranska in 1955, and in 1959–60 Jugomont built here with its Ju-59 prefabricated system, as it did at Nove Kruge and on Kušlanova.14,15 The primary school opened in 1962.13 According to Croatian Wikipedia, most of the estate was finished by the mid-1960s.1 In the Sava flood of October 1964 the school closed for fourteen days, many residents moved away, and Kavurić's personal archive was destroyed in his house.13,6 Across the city, according to the Zagreb City Museum, 40,000 people had to leave their homes and 17 died.62
Between 1963 and 1972 bigger buildings went up: Kockica, the Veslačka towers and the Vjesnik tower.20,18,17 The estate's protection was published in 2004.12 A fire badly damaged the Vjesnik tower on the night of 17–18 November 2025, and demolition began in April 2026.17,56,57
