The city centre takes in two districts. The Lower Town lies below the Upper Town and stretches south to the railway line, while Upper Town – Medveščak begins with the medieval cores of Gradec and Kaptol and continues into areas on the slopes of Medvednica. In everyday speech, ‘centar’ usually means the Lower Town plus the southern part of Upper Town – Medveščak. Trg bana Jelačića, the main square, sits where the two districts meet, and many tram lines pass through it.
Most of Zagreb's institutions and museums are in the Lower Town. The buildings are mostly historic: 19th- and early 20th-century blocks in the Lower Town, town houses and palaces in Gradec and Kaptol, and villas in Tuškanac. For day-to-day shopping there are the Dolac market, between Trg bana Jelačića, Kaptol and the Upper Town, and the market on Britanski trg, just north of Ilica.
Much of the inner centre, from Trg bana Jelačića up to Tkalčićeva, is a pedestrian zone. Cars may enter only with a city permit. Residents whose permanent address is registered in the zone get one mainly to drive into a courtyard or garage where they have a parking space, and a separate permit is needed for a vehicle when moving house. The earthquake of 22 March 2020 hit the city centre hardest. The main railway station is on Trg kralja Tomislava, and the main bus station is in Trnje, on Avenija Marina Držića.
