Guide for tenants · updated 21 October 2026

Moving the bills into your name: electricity, gas, water and waste

Short answer: As a tenant you take over electricity through a temporary transfer of the owner's contract, handled by a supplier you choose; gas through a transfer the supplier agrees to, with the current customer guaranteeing your bills; and water and waste collection through a change of user with the lease, while the district-heating bill and the reserve fund normally stay with the owner (as of 20 October 2026).

In short: what to move and whom to contact

  • Electricity: apply to the supplier you choose (HEP ODS form 8 or HEP Elektra's web form).
  • Gas: to the supplier; at Gradska plinara Zagreb – Opskrba, forms 03 and 02.
  • Water: to ViO, or to GSKG in a building with one shared meter.
  • Waste collection: to Čistoća through GSKG, only if the lease makes it your duty.
  • District heating (centralno grijanje)Heating from a plant that supplies many buildings through a heat network. In Zagreb HEP Toplinarstvo sends the bill, and the cost is split among the building's flats.Source: Zakon o izmjenama i dopunama Zakona o tržištu toplinske energije (NN 67/2025), čl. 2., checked 19 Oct 2026More in the glossary: we found no way to put the bill in a tenant's name, so it normally stays with the owner.
  • Reserve fund (pričuva)simplifiedMoney the co-owners pay each month to maintain the building's common parts and run it. The flat's owner owes it to the building, not the tenant.Source: Zakon o upravljanju i održavanju zgrada (NN 152/24, 47/26), čl. 28. i 29., checked 19 Oct 2026More in the glossary: the owner pays it and tells the Co-owners' representative (predstavnik suvlasnika)simplifiedThe co-owner whom a building's owners elect to represent them in running it and to work with the manager. An owner must report a change of tenant to them within 15 days.Source: Zakon o upravljanju i održavanju zgrada (NN 152/24, 47/26), čl. 41. i 42., checked 19 Oct 2026More in the glossary about a new tenant within 15 days.

None of the companies states a fee for the change or says it's free (HEP ODS form 8 refers to its price list for non-standard services, but we found no amount), so ask when you apply. Estimate the monthly amounts with the utility bill calculator, and see who pays what in Utilities in Zagreb.

Before moving in: meter readings, tax numbers and the lease

Almost every request needs your tax number (OIB (personal identification number)Croatia's personal identification number, a permanent identifier used in official records. Croatians get it at birth; foreigners when there's a reason to.Source: Porezna uprava: Osobni identifikacijski broj (OIB), checked 19 Oct 2026More in the glossary) and the current customer's, the signed lease and a meter reading with its date. On moving day, write every meter reading in the handover report with the owner and photograph the meters: that reading splits the use between you and the previous customer.

Copy the property and payer system numbers from the Zagrebački holding bill: Čistoća and ViO ask for them.

Electricity: a temporary contract transfer

As a tenant you take over electricity through a temporary transfer of the owner's network contract, and you sign a supply contract with a supplier of your choice. You become a "temporary end customer" (HERA general terms, Art. 17).

  1. 1You and the current customer, usually the owner, sign HEP ODS form 8: both tax numbers, the metering point number, the meter number and a reading taken within the last 10 days.
  2. 2Attach the lease and hand the form to the supplier, not to HEP ODS. HEP Elektra customers can also use its web form, with the lease and a land-register extract no older than 30 days.
  3. 3HEP ODS reads or estimates the meter within three working days, you pay from that date, and the previous customer gets a final bill within 30 days.

An undated HEP document list for changing the customer asks for a notarised lease when owner and tenant are both private people; the web form doesn't mention it. Check on 0800 300 303 before you apply. The guide Notarising a lease covers the notary.

Gas: a contract transfer and a joint-liability declaration

The gas contract can be transferred to you for a fixed term only with the supplier's consent, once the current customer has paid everything owed up to the transfer date (general terms of gas supply, Art. 11). The current customer (and the owner, if that's someone else) signs a declaration that they are jointly liable for your future bills, so the supplier can collect from either of you.

At Gradska plinara Zagreb – Opskrba you send form 03 with the lease, form 02 (the joint-liability declaration) and a meter-reading record you both sign, to promjene.podataka@gpz-opskrba.hr. We found no Deposit (polog)simplifiedMoney the tenant pays as security for unpaid rent, bills or damage, and gets back at the end of the lease. The lease sets the amount and when it's returned.Source: Zakon o najmu stanova (NN 91/96 … 105/20), čl. 3. i 17., checked 19 Oct 2026More in the glossary for households; their form asks legal entities, not private people, for a promissory note. Their continued-supply form asks for a "certified" declaration, so ask who certifies it.

You can't switch gas supplier without the consent of the current customer and the owner. Not every household is with the same company: the gas bill names the supplier.

Water: a change of user

If the flat has its own water meter, send ViO its change-of-user request with the meter reading and date, the new user's tax number and a document showing the change, such as the lease. Send it by post, in person or scanned to vio.info@zgh.hr; ViO doesn't process incomplete requests.

In a building with one shared meter billed by household size, GSKG (Savska cesta 1) makes the change, and a request to change the household size, stamped by the Co-owners' representative (predstavnik suvlasnika)simplifiedThe co-owner whom a building's owners elect to represent them in running it and to work with the manager. We found no procedure for putting the heating bill in a tenant's name.

If the end customer changes, this must be reported to the company that bills the heat (in Zagreb, HEP Toplinarstvo) within eight days, directly or through the co-owners' representative. From 1 September 2028 the building's common heating costs will normally be paid through the manager out of the Reserve fund (pričuva)simplifiedMoney the co-owners pay each month to maintain the building's common parts and run it. Čistoća: change of payer, bulky waste and recycling yards

The owner pays for waste collection unless the lease passes that duty to the tenant and Čistoća has been told (City of Zagreb decision, Art. 2). To change the payer, send the "Zahtjev za promjenom korisnika" form with the lease or proof of ownership, in person at GSKG (Savska cesta 1), by post or to info@gskg.hr.

Čistoća sends each household two bulky-waste forms a year: one covers a free pickup of up to 2 m³, both handed in together up to 4 m³. Requests are accepted from 1 February to 1 December, by e-Zahtjev with the form's serial number, by email to cistoca.glomazno@zgh.hr or in the app, and you get a date within 20 days.

You can take household bulky waste to a recycling yard for free; bring your ID and the system numbers from the Zagrebački holding bill.

If the bills stay in the owner's name: what to put in the lease

The bill can stay in the owner's name: HEP Elektra says the occupant may pay it by agreement with the customer. Then write in the lease which bills you pay, how (straight to the supplier, or to the owner against a copy of the bill) and by which day, and that the owner forwards the bills as they arrive.

As we read it, while the bills are in the owner's name, the owner answers to the supplier for any debt, and you answer to the owner under the lease. Transfers leave a record; for cash, ask for a receipt.

Moving out: final readings and the last bills

  • Electricity: you or the owner tell the supplier the transfer ends; HEP ODS reads or estimates the meter within three working days and the final bill arrives within 30 days.
  • Gas: end the transfer in writing and, once everything is paid, tell the supplier and the owner within three days.
  • Water and waste: the same change-of-user forms, with the water meter reading.
  • Heating: the Heat cost allocator (razdjelnik)A device on a radiator that records how much heat a flat uses, so the building's district-heating bill can be split among the flats. Frequently asked questions

Do I have to put the electricity in my name when I rent a flat?

No: the bill can stay with the owner and you pay it as agreed, which HEP Elektra expressly allows. A transfer puts the bills in your name and lets you pick the supplier.

What does a tenant need to transfer the electricity contract?

HEP ODS form 8 signed by you and the current customer, both tax numbers, a meter reading taken within the last 10 days and the lease. You hand it to the supplier you choose.

Does the gas company ask a tenant for a deposit?

We found no deposit for households. The guarantee is a declaration by which the current customer is jointly liable for your bills, and any debts up to the transfer date must be paid.

Can the district-heating bill be in the tenant's name?

We found no procedure for it: the co-owners' representative signs the contract, and the rules apply to end customers who own the flats. Agree your share of the cost in the lease.
