The Upper Town is made up of Zagreb's two medieval cores, Gradec and Kaptol, on two neighbouring hills above the Lower Town. The Golden Bull of 1242 declared Gradec a free royal town, and its street plan has changed little since; Kaptol is the church quarter, home to Zagreb Cathedral and the seat of the archbishop. The two settlements were united in 1850.
Markov trg (St Mark's Square) holds St Mark's Church, the Croatian Parliament building and Banski dvori, the seat of the government, and Kamenita vrata (the Stone Gate) is the only one of the old town gates still standing. A former convent of the Poor Clares houses the Zagreb City Museum, and a former Jesuit monastery the Klovićevi dvori gallery. On Kaptol, canons' residences line Kaptol street, and Opatovina keeps the small houses of its earlier inhabitants. Below Gradec runs Tkalčićeva, laid over the covered Medveščak stream; until 1913 it was called Potok, ‘the stream’.
Trams run around the foot of the hills, along Ilica, Jurišićeva and Ribnjak. A funicular, opened in 1890, climbs from Tomićeva, just off Ilica, to Strossmayerovo šetalište. Strossmayerovo šetalište, Opatovina, Kožarska, Skalinska and parts of Radićeva and Tkalčićeva are in the city's pedestrian zone, and Dolac market, opened in 1930, sits beside Kaptol.
